MINUTES OF ANNUAL PARISH MEETING

Held at Stubton Village Hall on 12 May 2025 at 7pm

Councillors present: Sam Kirk, David Wood, Jenny Taylor & District Councillor Penny Milnes

Cllrs Kirk & Taylor welcomed residents to the Parish Meeting.

 

2.          PARISH COUNCIL REPORT 

Councillor Taylor delivered a Report on behalf of the Parish Council.  

 

3.       DISTRICT COUNCILLOR REPORT

Councillor Milnes delivered her Report.

 

4.       RESIDENTS FORUM 

The meeting was opened to residents to raise any matters they wished to discuss. 

 

Meeting ended at 7.28pm, followed by the Annual Meeting of the Parish Council.

STUBTON PARISH COUNCIL REPORT

We would like to thank ex-councillors Sam Mitchell, Mya Watkins and Jackie Briten-Crooks, on behalf of the PC, for their service to the community.

This year, Jackie Britten-Crooks took on the job of Clerk/Proper Officer. Jackie will be Stubton’s first trained Clerk since she is presently taking the CiLCA course with LALC (Lincoln Association for Local Councils).

We welcome new Parish Councillor David Woody, better known as Woody who was co- opted last month. “Welcome Woody”.

The year 2024-5 followed the resignation of the Chair and 3 councillors. Cllr Penny Milne (SKDC) and Cllr Alex Maughan (LCC) joined myself at our PC meeting in May in order to co-opt 4 new councillors, Sam Kirk, Mya Watkins, Jackie Britten-Crooks and Sam Mitchell.

This year we have seen the renovation and resurfacing of one part of Clensey Lane outside the Alpaca farm up to and including the bridge. This has yet to be resurfaced following damage that happened soon after its completion. At present the same work on the rest of Clensey Lane and Doddington road has already begun ahead of the time that was promised. Cllr Alex Maughan should be thanked for his sterling work on this project. 

Stubton is regarded as a small village and the present Neighbourhood Plan is out of date and has been for some time now. However, during the past year, the update of the Local Plan has been ongoing and this needed to be nearer completion before confident changes to the Neighbourhood Plan could be made. This remains a focus for us and we will consider the chance of obtaining grant funding when this is done. We will also consult members of the village who have previously worked with Jake Horton to help us using their expertise.

Since the installation of the SIDs (Speed Indicator Devices) in 2023 and the white Speed gates in 2022, there have been few requests to discuss speeding through the village. During 2024, the CATTS group of willing volunteers decided to work independently of the Council with the hope of having more chance of funding. The PC will keep in touch with Alex Kirk and her group this year to consider support they might need for extra funding to instal another SID if this is deemed beneficial. 

The PC would like to extend thanks to members of the Hub team who spend time raising funds at events in order to maintain our Village Hall. Stubton Village Hall has had new windows this year and has held several events open to the village. The Hall can also be booked for private events and there is the provision of a bar.

Thank you to the resident who raises the flag on calendared days and special events that arise in the village. This is not an easy task especially since we will notice that this resident NEVER misses a day the flag needs to be changed. At present we fly the Ukraine flag, on all non calendared days, to remember the ongoing war there.  It was decided in July 2022, when the war had already started, to review the flying of the Ukraine flag annually. This will be done at the next meeting.

We have also recently had a meeting at the flagpole which was really well supported – thank you so much to all those residents who joined us to raise a toast to those who had given so much to secure our freedom. We are proud to say that VE Day was a special day in Stubton.

Stubton is still a very pretty village. I have not seen any best kept village competitions in South Lincolnshire advertised this year (North Lincolnshire does!). However, the planted areas are still  kept smart and colourful by willing volunteers and the PC has offered £100 to fund the purchase of plants last year. The same will be offered this year.

We have a very supportive community in Stubton and we would like to thank those residents who support us regularly during meetings. We have all joined as councillors with the aim of doing what is best for the village community but without you working with us we cannot do the best job.

Report from District Ward Councillor Penny Milnes

Election Results

Dame Andrea – Jenkins has been elected as Mayor of Greater

Lincolnshire.

Ken Bamford has been elected as the new Hough Division County

Councillor for Lincolnshire County Council.

SKDC

At SKDC Cllr Paul Wood, Cllr Jane Wood and myself have withdrawn from

the SK Coalition and will work again as SK Independent Group.

Local Government Reorganisation

Local Government Reorganisation is presumed to continue. As previously

reported, suggestions as to how Greater Lincolnshire can be divided into 2

or 3 Unitary Councils were submitted to Government at the end of March.

Work to progress those into one workable and agreed plan needs to be put

forward to Government by November. It is unknown at this time when the

Districts will cease to exist, but the possibility is in 2 years’ time at the next

elections when voting for Unitary Councillors will take place – potentially!!

South Kesteven Local Plan Review

Work continues and allocations dismissed earlier in the process will be

revisited in order to fulfil the Governments new housing targets which have

put an additional 25% pressure on our 5 year land supply. There were no

original allocations in this Ward and speculative development will be dealt

with on a case-by-case basis.
