Scheme of Delegation

SCHEME OF DELEGATION – PLANNING APPLICATIONS

Stubton Parish Council’s Scheme of Delegation authorises the Clerk to the Council to act with delegated authority in the specific circumstances detailed below

 

  1. Planning applications shall be received by the Clerk who will provide details to Councillors. (For example, by sending an email with a link to the application).

 

  1. Councillors will be given a time limit to respond with any comments they wish to make.

 

  1. When the Clerk considers that there is a consensus in the responses received from council members, the Clerk shall be delegated to inform the Planning Department within the time allocated of the response of the Council.

 

  1. If a majority of councillors respond with a request to defer the decision to a council meeting, the Clerk will no longer proceed with submitting a consultation response under the scheme of delegation.

 

  1. In the event that a planning consultation request is received but cannot be legally resolved at a meeting due to not being published as an item of business on an agenda, the council may direct the Clerk to submit a delegated response which shall be distributed to all Council Members & approved by the Chairman prior to submission.

 

  1. The Chairman may convene an extraordinary meeting to decide upon an application and the Clerk shall draft a response for approval by the Chairman prior to submission.
