Stubton Parish Council

Minutes of the Meetings held on Wednesday December 7th 2022 at 8.00pm
 
PART 1 – CO-OPTION

1.    Introductions – SKDC Officers

Graham Watts the Deputy Monitoring Officer, introduced three SKDC officers: Councillor Penny Milnes, Councillor Paul Woods and Councillor Alexander Paul Maughan. Graham Watts highlighted that the meeting was being filmed.

2.    Process for co-option by SKDC Officers.

The process of co-option was explained to everyone in attendance.

3.    Election of Chairman for the co-option of councillors – SKDC Officers.

Councillor Alexander Paul Maughan was elected as Chairman for the co-option process.

4.    Co-Option of Councillors for the five vacancies.

The five candidate were elected in the following order: Jerry Flint, Jenny Taylor, Geoff Dorrity, Teri England and Zoe North.

5.    Acceptance of Office.

The candidates present signed their Acceptance of Office, except for Zoe North (who was absent).
 
PART 2 – THE NEW     BUSINESS

6.    Election of Chairman of Parish Council.

Cllr Dorrity was nominated by Cllr England and seconded by Cllr Taylor, Cllr Flint abstained. Cllr Dorrity was elected as Chairman.

7.    Election of Vice-Chairman of Parish Council.

Cllr England nominated Cllr Taylor and Cllr Flint nominated himself. Cllr Dorrity voted for Cllr Taylor. Cllr Taylor was elected as Vice-Chairman.

8.    Apologies of Absence.

The Chairman advised Zoe North was absent and her apology had been received.

9.    Declaration of Interest.

None received.

10.    To authorise the approval of signatories on the Parish Council Bank Account.

Cllr Taylor said she was already a signatory from her previous duties as clerk. It was agreed unanimously that all councillor’s would become Bank Account signatories.

11.    Future Clerk Arrangements.

The Chairman mentioned that Cllr North could fill the position temporarily.

Cllr Flint questioned whether a councillor could also take the positon of Clerk. Cllr Taylor clarified  that a councillor can maintain voting rights as long as he/she is not receiving payment as Clerk.  Cllr Maughan spoke to confirm this. Cllr England proposed and Cllr Flint seconded the appointment of  Cllr North as Temporary Clerk. Cllr North was elected unanimously and will be contacted to agree her acceptance. To be verified at the next meeting.
