3.0 Minutes of Last Meeting
Motion put forward by the chair: To adopt the draft minutes as a true record of the previous meeting of 21st September 2023, Seconded by Cllr Jenny Taylor
4.0 To discuss the Parish Council response to SKDC planning officer regarding Application No: S23/1573
Applicant: Mr & Mrs King
Proposal: Proposed first floor extension to side, single storey rear extension, new
canopy alterations to existing outbuilding and detached garden room.

Comments from Councillors taken by the Chair during the council discussion:
• Comments pertaining to the number, size, and layout of the building: No remarks were articulated by Council members.
• Comments concerning the suitability of the design and external aesthetics: Council members did not express any opinions on this matter.
• Comments regarding the proposed means of access: The existing configuration remains unaltered, and there are no perceived impacts on the neighbourhood or infrastructure, thus leading to the absence of comments from Council members.
• Comments emanating from neighbouring residents: No comments have been submitted. In addition, members of the public have not submitted any comments or observations in relation to the planning application.
• In response to the planning application, the Parish Council has chosen to refrain from offering any comments or opinions on the matter.
No comments were submitted from residents in attendance after the discussion.
5.00 To discuss and agree the parish council’s response to the South Kesteven District Council new housing strategy:
The parish council support SKDC dedication to the provision of affordable housing through a collaborative approach, involving the council's engagement in new construction initiatives in conjunction with affordable housing companies. The Parish Council collectively vote in favour of supporting SKDC housing strategy schemes.
The Parish Council supports SKDC commitment to upholding the standards, quality, and safety of residential properties, as it has resolved to lend its unequivocal support to this objective. The Parish Council further supports SKDC in its dedication to fostering conditions that enable individuals to lead healthy and independent lives, a sentiment that is wholeheartedly supported. The Parish Council stands firmly behind the aspiration of promoting sustainable communities and has voted resoundingly to lend its support to this endeavour.
In terms of proposed amendments and additional comments to be integrated into the housing strategy, the Chair is particularly keen to see SKDC extend support to homeless, traveller, and refugee communities within the framework. Additionally, the parish council has passed a comment regarding supporting energy efficiency within structures throughout the district, reinforcing their commitment to environmental sustainability.
There were no comments submitted pertaining to challenges concerning the housing strategy. Furthermore, no remarks were raised concerning challenges expected to arise within the next five years in connection with this matter.
However, it is essential to acknowledge that some Councillors have expressed reservations regarding the applicability of the survey to our village, suggesting that it might be better suited for larger municipalities that are more significantly impacted by substantial construction projects.
